SMALL ARMS ATTACKS

Group Posing Threat: Jamiyyat Ul Islam Is Saheeh (JIS) translates to the Assembly of Authentic Islam. * editors note: the existence of this group proves that there are indeed "home grown" terrorist cells.* This type of threat could be used by any group.

Type of Threat: Use of small arms,i.e. Automatic Rifles, Rocket Propelled Grenades (RPG), Hand Grenades, Improvised Explosive Devices (IED) on various targets ranging from civilian homes to military installations.

Threat Window: Indefinate. These attacks are encouraged to be ongoing and as often as possible.

Additional Information: Recent plot uncovered in Southern California. Inmates incarcerated at Folsom State Prison were recruited while serving time. Upon release they began to rob area businesses in an attempt to build funds for buying weapons. Found inside the suspects apartment were lists of targets including three National Guard Facilities, the Israeli Consulate, several Jewish Synagogues and the El Al Israel Airlines ticket counter at LAX. Also inside were weapons, ammunition, and body armor.

AMERICAN HIROSHIMA

Group Posing Threat: Al Qaeda. Could also be working with the Mara Salvatrucha (MS-13) street gang.

Type of Threat: Use of Nuclear Weapons in simultaneous multi-city attacks.

Threat Window: Threat originally made on July 9th, 2005. Intel analyst Juval Aviv from the firm Interfor indicated that the attack would most likely be within a 90 day window which expired on Oct. 9,2005.  In a tape released Aug.4,2005 by Al Qaeda #2 Ayman Al Zawahiri, analysts indicated that it contained signals to sleeper operatives to begin carrying out operations, suggesting a renewed but unspecified time frame. Reports of what has been called the "Ramadan Offensive" indicated an increase of attacks in October against U.S. interests in Iraq and abroad. Ramadan is the muslim holiday which occurred from Oct.4 - Nov.2, 2005. It is believed that this tradition of increased attacks over the period of Ramadan will continue in the future and would be the most likely time frame for an "American Hiroshima" type of attack.

Additional Information: This threat is the only one of its kind that does not fit the ideology of Al Qaeda. It is believed that Bin Laden is using the bombings of Hiroshima and Nagasaki as a means to justify his want to use WMD's against the U.S. The CIA and the FBI have confirmed that Al Qaeda does possess Nuclear devices ranging from Nuclear Artillery Shells to several 1-2kt Suitcase nukes. It is estimated that they may now have obtained upwards of 40 nuclear devices, in addition to fissile material they have purchased on the Black Market with which to make their own nukes.

The "American Hiroshima" plan is now linked with reports of the "Ramadan Offensive." It is believed that this attack will most likely be a combination of well coordinated simultaneous attacks that will include the multiple detonations of nuclear weapons as well as the possibility of VBIED and small arms attacks. It is certain that the individuals responsible for this attack have no doubt gained valuable intel from our response to Hurricane Katrina, and are perhaps more emboldened to carry it out. The recent reports coming in are considered credible and reliable. There was also a major increase in the amount of terrorist chatter and movement within the last few months of 2005 and has nearly ceased since the beginning of the new year. It is believed that this is an indication that planning is in its final stages.

Another threat was issued on 3/10/06 by Rakan Ben Williams who claims he is an undercover Al-Qaeda operative. (WND 3/10)The threat was called a "last warning" and indicated multiple attacks on a very grand scale. It is believed that this may possibly be the culmination of planning for the "American Hiroshima" plan. This disturbing news comes shortly after a preliminary investigation of a Jamaat Ul-Fuqra compound in the U.S. conducted by the Northeast Intelligence Network. A new threat was issued on 9/16/2006 regarding the American Hiroshima plan by the Northeast Intelligence Network. An interview conducted by journalist Hamid Mir with a Taliban operative suggests that they are again making final preperations to carry out this operation. Given the history of Al-Qaeda and their determination to carry out operations, it is certainly within reason to deduce that this scenario will eventually come to fruition. A relevent point made by the operative in the interview is that Al-Qaeda has no timetable for their attacks, which is why they continually appear to reach a final stage. This recent threat has many indicators that suggest that this may be it. Mainly it contains direct links to other pieces of intelligence gathered over the last few years. The amount of conections that have been revealed are numerous enough to presume that it is not coincidence. Time will tell. This operation has signs that have been named to signal the attack. In keeping with previous intel on this scenario, it is to take place around the same time as Ramadan. During this time a seperate, possibly diversionary attack is planned known as the "Badar Operation." There will then be an audio message given by Osama Bin Laden to signal the attack is imminent.

UPDATE: 10/26/06 With Ramadan now over it appears that this scenario has once again been postponed. The threat itself could very well be posturing by Al-Qaeda to throw off intelligence from another operation or to cover the possibility that they are currently not capable of carrying out a major operation. Certainly with the failed attempt to carry out yet another version of the "Planes Operation" recently, they may not have been able to coordinate resources for any other operation. Again, Time will tell.
